Obituary

James (Jim) Thomas Parks, 95 passed peacefully on Saturday, August 9, 2025, surrounded by loved ones. Jim was born in Iredell County, NC on October 20, 1929, to Montford Clayton Parks, Sr and Maude Jarvis Parks. He was the youngest of 12, and the last remaining sibling. Jim described himself as just a “country boy” from Carolina. Stories of his youth were about fishing, biking the countryside to deliver the ‘Grit” newspaper, and cutting lumber with his father and brothers. His quick wit, optimism, strong will and work ethic were tools which carried him far in life and became blessings to all those who spent time with him.

Jim graduated from Cool Springs High School and shortly after served as an MP in the Army in Germany during the Korean War. Upon returning from overseas, he married the love of his life, Ruth Byrd Parks, and they took the three “Rs”: reading, (w)riting and the road to Richmond. Jim soon found a position with the City of Richmond Police Department, where for over the 32 years he moved through the ranks to become the Deputy Chief, retiring in 1986. Ruth and Jim’s marriage was one of stability, unconditional love and mutual respect. Their home was a place where friends and family felt comfortable gathering, where folks were always welcomed and where good food and laughter prevailed. Ruth and Jim were faithful members of Branch’s Baptist Church for 56 years. Jim enjoyed gardening, playing his guitar, especially with others, NASCAR racing, hunting and Carolina Basketball, and every year he hosted a family gathering to watch the ACC tournament.

Jim had a quiet strength and calming presence, and he led by example. He consistently went above and beyond to do acts of kindness for anyone he could and was widely respected by colleagues and friends.

He is survived by his wife of 72 years, Ruth Byrd Parks. Two sons Daniel Thomas Parks (Karen) and James Edwards Parks (Amy). Four grandchildren who adored him-Caleb (Blair), Kaitlyn, Marshall and Abby Parks. One great granddaughter, Paige, who will come to know her great “Papa” through the many stories of respect, love and generosity that she will hear about this kind man. Many nieces and nephews.

The family is so very grateful to Rosewood Village and Trinity Hospice for their exceptional care and unwavering support during Jim’s long journey home. Heartfelt special appreciation to Jessica Anderson, Tina Rutt, Jessica and Samira Turner, and Mary Person for their daily care and compassionate presence during his final years.

Although Jim’s physical presence may no longer grace our lives, his spirit will continue to inspire and uplift us. May his memory be a blessing, and may we carry forth his legacy of love and compassion in all that we do. Pop, Papa your light will forever shine brightly in our hearts.

A memorial service for Jim will be Friday, August 15 at Branch’s Baptist Church, 3400 Broad Rock Rd. Richmond, VA at 2:00 PM, with reception to follow. In lieu of flowers the family asks that contributions be made to the church.

  2. Dear Ruth, Danny & Jimmy
I am.so sorry I saw this a day late. Your family was so much a part of our family’s story. I could reel off many examples, each bringing a smile…but the ‘secrets’ are safe with me. It was an honor to know Jim Parks.

Dear Parks Family and Friends. I was heartbroken by this news. I always admired DC Parks. He was a gentleman in every sense of the word and will be greatly missed.
